摘要
研究目的:研究基于农用地分等的耕地占补平衡项目评价,为占补平衡考核提供技术支撑与实践基础。研究方法:文献资料法、实际调查法。研究结果:耕地占补确实存在"占优补劣"现象,按等折算可以作为全国耕地占补平衡考核科学有效的方法。研究结论:为加强中国国土资源管理,出台按等折算进行耕地占补平衡考核的相关政策显得日益迫切。
The purpose of the paper is to assess the project of no net loss of cultivated land based on agricultural land classification,so as to provide technical support and practical foundation for evaluating the government in implementation of the policy.Methods employed include literature review and actual investigation.There exists the situation in which the cultivated land of high quality was occupied and complemented by that of low quality.It is an effective method to convert the quantity of complemented cultivated land according to its class,in order to assess the performance of no net loss policy.It is concluded that the policy should be made to strengthen the management of land resources in China,in which the quantity of complemented cultivated land is converted according to its class.
