摘要
以缺水城市即墨市为研究对象,结合水足迹核算成果,基于DPSIR模型构建了水资源可持续利用评价体系,并采用变异系数法和熵值法相结合的客观组合赋权法确定指标体系权重。研究结果显示:①压力因子权重最大,对水资源可持续利用水平的影响最大,驱动力因子次之,状态因子的权重稍高于响应因子,影响因子的权重较小;②在30个水资源可持续利用评价指标中,"生态用水比例"指标权重最大,"人口自然增长率"次之;③即墨市水资源可持续利用水平呈"升(1999-2005年)-降(2005-2009年)-升(2009-2011年)"的发展趋势,随着社会经济的发展,即墨市日益关注环境保护积,积极响应节水政策,使即墨市社会、经济、环境三者和谐、有序发展。通过与基于常规用水指标体系评价结果的对比分析表明,将区域水足迹的核算结果应用于水资源可持续利用评价体系是适宜的、可行的,有利于更加全面地审视区域水资源的可持续性。
Using water shortages in the city of Jimo and water footprint calculation results,a DPSIR model was used to build an indicator system for the sustainable assessment of water resources and index weight was determined by combining objective weighting methods. The impact of the five influencing factor layers from largest to smallest on water resource sustainable utilization was:press factor,driving force factor,state factor,response factor and impact factor.Among the appraisal indicators,the weight of‘percentage of ecological water'is the largest,followed by‘natural population growth rate'. Jimo's water resource sustainable utilization level has followed a trend of rising from 1999-2005,falling from 2005-2000,and rising from 2009-2011.Overall,with the development of the social economy,Jimo has paid more attention to environmental protection and responded to water saving policy positively whereby society,the economy and the environment are being developed harmoniously and orderly. Through analysis and comparison with conventional water indexes,the change in water resource sustainable utilization levels are basically accordant,obtained respectively from water footprint indexes and conventional water indexes. Compared to conventional water indexes,the influence of water consumption indexes and indexes of proportion of water consumption in industry(marked by water footprint)are more obvious in the water sustainable utilization appraisal system. It is suitable and feasible to apply regional water footprints to the evaluation of sustainable utilization of water resource systems and the assessment of the sustainability of regional water resources.
