事业单位行政级别的取消动因分析——制度变迁的视角

摘要 本文从制度环境、价值认知、制度设置和行动团体等多重变迁要素出发,对我国事业单位取消行政级别的政策发展动因进行了分析,认为改革开放以来我国政治经济体制改革带来了事业单位发展的制度环境的深刻变化,事业单位的法律性质、地位和功能被民事化和法人化,提出了取消行政级别的改革需求,成为这一改革的外在动力,而20世纪80年代以来的管理理论、组织理论、新公共管理理论等管理思潮的理论因应,则使取消行政级别获得了认知的合理性和有效的价值导向。在制度设置层面,取消和改革行政级别制度的关键原因是行政级别制度本身在结构、功能和管理机制上存在需要解决的问题。而干部分类改革、公务员制度改革、职称制度改革、工资制度改革等带来的事业单位内部不同类别人员的利益关系的调整,引发了相关利益群体的利益诉求,作为制度变迁的初级行动主体,事业单位管理人员、专业技术人员以至社会公众,都在一定程度上成为取消行政级别的推动者。 Proceeding from the multiple changing factors such as institutional environment, value cognition, institutional setting and action groups, this paper analyzes the reasons for the policy development of canceling administrative levels in Chinese public institutions, and holds that since the reform and opening up, the reform of China’s political and economic system has brought about profound changes in the institutional environment for the development of public institutions, and the legal nature, status and functions of public institutions have been changed into civil and legal entities, and proposes the reform needs for canceling administrative levels, which becomes the external driving force of this reform. While the theoretical coping of management thoughts such as management theory, organization theory and new public management theory since the 1980 s has enabled cancellation of administrative levels to gain cognitive rationality and effective value orientation. At the level of system setting, the key reason for abolishing and reforming the system of administrative levels lies in that there are problems to be solved in the structure, functions and management mechanism of the system itself. And the reforms of cadre classification, civil service system, professional title system and wage system have all directly or indirectly promoted the efforts to cancel the administrative levels. The adjustment of interest relations among different categories of personnel within institutions brought by the reform has triggered the interest demands of relevant interest groups. As the primary subjects of action in institutional changes, public institution managers, professional technicians and even the public have to some extent become promoters of the cancellation of administrative levels.
