摘要
作为公共支出的重点领域,教育支出的规模和效率一直是社会各界关注的焦点问题。本文构建了义务教育均衡发展支出的绩效评价指标体系,运用AHP法和模糊综合评价法对武汉市江夏区2014年义务教育均衡发展项目支出的绩效做了综合评价。评价结果为优秀,但在项目过程管理及项目产出水平等方面仍有进步空间,建议通过培养工作人员正确的绩效理念、完善相关配套制度、提高公务人员业务水平等措施解决上述问题。
As the focus of public expenditure,the scale and efficiency of educational expenditure has always been a focus of public attention. This paper constructs the performance evaluation index system of the balanced development expenditure of compulsory education,and uses AHP method and fuzzy comprehensive evaluation method of Jiangxia District of Wuhan City in 2014 the balanced development of compulsory education project expenditure performance to do the comprehensive evaluation. The evaluation result is excellent,but there is still room for improvement in project process management and project output level. It is recommended to pay more attention to the cultivation of staff performance concept,improving the relevant supporting system and the professional level of civil servants and other measures to solve these problems.
