摘要 铁路行业是集行政垄断、自然垄断和经济垄断高度一体化的行业,直接制约了中国高铁融资、运营模式的创新和实施。当前高铁融资过程中出现的种种问题都折射出融资体制和融资模式问题亟待解决。在回顾中国高速铁路发展概况和梳理高铁投融资体制的基础上利用概算数据,对当下中国高铁融资风险进行了较为详细的评估,并借鉴国外高铁融资的先进经验,提出了我国可持续性高铁融资模式的建议。 The railway industry is a highly integrated set of administrative monopoly,natural monopoly and economic monopoly industry.It directly hinders the innovation and implementation of China’s high-speed railway’s financing and operation mode.The problems appeared in the process of the high-speed railway financing reflect that the financing system and the financing model problems need to be solved.On the basis of recalling China’s high-speed railway development and combing high-speed railway investment and financing system,this thesis uses the proposed budget data to assess the current high-speed rail financing risks,and learns from the advanced experience of foreign high-speed railway financing to put forward some suggestions.
