摘要
随着灾害性天气频繁发生及各种大型活动对特定天气进行控制的需求增加,人工影响天气活动越来越频繁,而相关法律规定和理论研究却有所滞后,在我国大力提倡生态文明建设的今天,对此问题的研究亟待加强。人工影响天气行为成为一种具体行政行为,应从法律价值、法律制度构建方面,完善人工影响天气的法律体系。
With the frequent disastrous weather and various large-scale activities demand, Weather Modification has in- creased rapidly. However, the relevant legal provisions and theoretical research fell behind the practice. As we strongly ad- vocate the building of the ecological environment of china, this issue should be strengthened. Based on the present social con- ditions, the Weather Modification should be implementing by our government. So the action is a specific administrative act. We can perfect the legal system of Weather Modification, by perfect law value goal, legal framework and concrete system.
