摘要
面对建立国家水资源督察制度的迫切需求,在分析当前有利条件的基础上,总结了建立国家水资源督察制度的指导思想和总体路线,并对国家水资源督察制度的总体架构和制度方案进行了初步设想,可为建立国家水资源督察制度提供重要参考。
The establishment of the national water resources supervision system is the pressing needs of the party and the government.Based on the analysis of the current favorable conditions,this paper summarizes the guiding ideology and overall strategy map of establishing national water resources supervision system. Then this paper puts forward the preliminary idea about the overall architecture and institutional agreement of the national water resources supervision system. The present work could provide valuable reference for the building of the national water resources supervision system.
