摘要
海上风电是新能源发展的一个战略重点,目前我国沿海地区已经开展了大规模的海上风电开发规划工作。通过对我国海上风电开发利用历程和现状趋势的深入研究,一方面归纳总结了海上风电发展优势,包括风能资源储量丰富、缓解沿海地区用地矛盾、邻近用电负荷中心,以及技术成熟且成本低;另一方面,多角度剖析了海上风电场的开发实施以及运行对工程海域的生物生态、自然景观和水文地质条件等环境产生的影响,相应地,提出了科学规划选址、加强监督管理等促进海上风电开发健康发展的政策建议。
Offshore wind power is a strategic focus of new energy development,so the coastal areas of china are actively engaged in large- scale offshore wind power planning at present. By further study of current status and trends of offshore wind power development in our country,on the one hand,this paper summarized advantages of offshore wind power development,which is listed as follows: abundant wind energy resource,relieving contradictions of coastal land,adjacent power load center,as well as the mature technology and lower cost; on the other hand,from multi- angle this paper analyzed the environmental impacts of offshore wind farm's implement and running on biological ecology,natural landscape and hydrogeological conditions in china. Accordingly,some policy suggestions on promoting the healthy development of offshore wind power were also put forward,such as scientific site selection planning and strengthening supervision.
