摘要
首先提出将财政专项资金的分配放到"规划-投资-资金分配-项目实施-绩效管理"的总体财政投资管理体系中进行定位的观点,在此基础上分析了"十一五"期间中央财政环境保护专项资金在设立方向、分配方法、集中支持、注重绩效、多方监管等方面的管理现状和发展趋势,进一步分析出这些变化对项目管理带来的相应变化以及相关建议,对加强财政环保项目的管理提供借鉴。
It is firstly proposed in this document a viewpoint of putting the distribution of financial special fund into the overall financial investment management system of'planning-investment-fund distribution-project implementation-performance management'for positioning,and based on this,the management situation and development trend in terms of the setting up direction,distribution method, centralized support,focusing on performance,supervision in many ways,etc. of central financial special fund of environmental protection during the'11th Five Year'period are analyzed. The paper further analyzes the corresponding changes brought to the project management by these changes and the relevant recommendations,and offers references for strengthening the management on financial environmental protection projects.
