摘要
大气中的二氧化碳在排放过程中具有流动性,每个地区二氧化碳的排放会向周边地区扩散,因此,每个地区既是本地区排放的受益方又是其他地区排放的受损方,相互交织的损益关系,使碳生态补偿中的主客体对象难以划分。本文基于排放权配额的分配和碳汇总量的测度构建起地区碳生态账户的"借方",将实际排放作为其"贷方",基于这种"借贷"关系厘定补偿对象并展开碳生态补偿的研究,形成如下结论:一、从全国层面看,基于全球补偿的会计平衡下,中国存在排放"赤字",需支付补偿。二、从东中西部的区域层面看,西部在全球和国内补偿会计平衡的两种方案中均为需获得补偿的地区,而东部则均为需支付补偿的地区,中部刚好介于二者之间。三、从地区层面看,两种方案下辽宁、河北和山西为需支付补偿最高三省,云南、四川和广西为需获得补偿最高的三省。
carbon dioxide emission are fluid.Each region is the beneficiary and the loser of carbon emission.The interwoven profit and loss relationship makes it difficult to divide the subject and object of carbon ecological compensation.Based on the allocation of emission quota and the measurement of total carbon sink,this paper constructs the'debit'of regional carbon ecological account and takes the actual emission as its'credit'.Based on this'borrowing'relationship,compensation objects are determined and research on carbon ecological compensation is carried out.The following conclusions are drawn:1.From a national perspective,under the accounting balance based on global compensation,China has a'deficit'of emissions and needs to pay compensation;2.From the eastern,central and western regional perspective,the western regions need to be compensated in the two schemes of global and domestic compensation accounting balance,while the eastern regions need to pay compensation,and the central region is just in between.3.From the regional perspective,under the two schemes,Liaoning,Hebei and Shanxi are the three provinces that need to pay the highest compensation,and Yunnan,Sichuan and Guangxi are the three provinces that need to receive the highest compensation.
