摘要
群体性事件在矿产资源开发中屡见不鲜,而利益分配失衡是资源开发中一系列社会冲突的根本原因,在我国新常态演变的基本规律下,资源开发中的利益格局也应形成常态,以实现社会健康稳定发展。本文针对矿产资源开发中的利益分配问题,应用博弈理论和方法,建立矿业企业、政府和矿区居民三方利益主体的不完全信息动态博弈模型,通过模型节点分析,寻找使矿产资源开发中的利益分配合理化的均衡路径,发现政府决策是实现均衡路径的关键。并为实现整体最优效用,提出了明确资源开发收益分配标准、部分采矿税收专项可用于财政转移支付、创新发展特色产业或延伸产业链以及加强对政府的监管力度等建议。
Group incidents are common in the development of mineral resources,and the imbalance of profit distribution is the fundamental reason of a series of social conflicts.In the basic law of the new normal evolution,the benefit patterns should come into being normal in order to achieve social healthy and stable development.According to the application of the game theory and method,this paper focused on the problems of profit distribution in mineral resources exploitation to establish an incomplete information dynamic game theory model based on stakeholders of mining enterprises,government and mining area residents.Through analyzing the model nodes,the reasonable equilibrium path of profit distribution in mineral resources exploitation is found,and get an equilibrium results under a certain specific hypothesis.As the result,it is found out that the government decision-making is the key to realize the equilibrium path.In order to achieve the overall optimal utility,several suggestions related to standard of benefit distribution,the use of mining tax,industrial development strategy,and supervision of government were proposed.
