摘要
运用数据包络分析方法对上海市14个年份的财政科技投入进行绩效评价,结合CCR模型与BCC模型,得到每个年份的综合效率、纯技术效率及规模效率。研究表明:近年来上海市财政科技投入系统的总体效率不高,财政科技产出的增长速度低于投入的增长速度,专利等创新性科技研究成果的产出还有待提高。
By using DEA model,the performance evaluation on fiscal expenditure in science and technology of shanghai for fourteen years are studied.Through the CCR model and BCC model,the data including overall efficiency,technology efficiency and scale efficiency of each decision making unit in every year is obtained.The research shows that,the total efficiency of Shanghai municipal financial investments in S&T is not high enough in recent years,the growth rate of output is lower than that of input,and the output of innovative S&T findings such as patents should be further improved.
