摘要
我国地方政府的基本职能是供给地方公共产品 ,而地方公共产品的特性决定了地方公共产品的供给可以采取民营的办法。那么 ,地方公共产品供给民营化的优势是什么 ,是不是所有的地方公共产品都可以民营化 ,这是值得深入研究的。我们认为地方公共产品供给民营化是有广泛的适用性 ,但需要完善的条件保证。
The basic function of the national local government is to supply the local public products,which can make full use of runing by the community.What's the adventage of it?Can all the local products run by the community?This problem is worth studying deeply.We think that the way of the local public products rum by the community has its own suitability on a large scale.Certainly needs perfect conditions for guarantee.
