摘要
据国家电监会估计:我国的电力供应最近3年内的紧张趋势将持续加剧。在这种形势下,进一步加强电力需求侧管理,实行峰谷电价,运用价格杠杆调整电力供求成为缓解用电高峰时期电力紧张的有效措施之一。在已有工作和各地电网实际经验的基础上,初步探讨实施峰谷电价时确定峰谷时段划分、平时段价格以及峰谷价格比的基本原则。认为峰谷时段的划分应能正确反映实际负荷曲线的峰谷特性,实施峰谷电价后平时段价格的制定要考虑一定的风险因子,且在确定的峰谷时段及基价的基础上,峰谷比的确定要满足不使用户反应过度的原则。
According to the prediction of authorities of Chinese Electrical Power Regulatory Commission,the shortage of electrical supply in China's Mainland will go on pricking up in the future three years. Hence,by applications of pricing policy to enhance DSM,further implementing TOU pricing policy will be one of the most efficient measurements to ease up the critical electrical supply in peak-load-time. On the basis of real experience of every powernet, discuss about the Peak-valley time compartment and TOU price. Risk gene must be taken into account the confirmation of TOU price ratio should satisfy the principleof not making users excessive response.
