摘要
本文着重论述了荆江和洞庭湖相互影响和制约的关系,认为荆江裁弯和四口分流分沙逐渐变小对减轻洞庭湖区的泥沙淤积和洪涝灾害(包括荆江和江汉平原地区)有利,但却引起了城陵矶河床和水位高程的抬高,又阻碍了洞庭湖的泄流排沙,不利洞庭湖的防洪。江湖关系这一矛盾和洪涝灾害,只有靠三峡水利枢纽工程兴建才能基本解决。在三峡工程兴建前,所有减轻荆江和洞庭湖区洪涝灾害的对策,都应从研究理顺江湖关系出发,使其符合江湖两利的原则。
The mutual influence and constrain between the Jingjiang River (the reach of Changjiang)and Dongtinghu Lake are emphatically dealt with. The contradictin in river-lake relationship and the flood hazard can not be thoroughly solved until The Three Gorges Project is constructed. All the measures to reduce flood disasters should be on the basis of benefiting both the river and the lake, i. e, making the riverlake relation less contradictory.
