摘要
系统介绍了湖南省加强森林生态环境保护与建设的背景 ,在充分调研我省森林资源特点、森林生态环境现状的基础上 ,详细论述了我省森林生态环境建设的历程 ,保护与建设的主要模式 ,指出“林场、森林公园和自然保护区”模式是我省森林生态环境保护和建设的主体 ,生态工程造林是改善我省生态环境的重要举措 ,宣传教育和法制建设是森林生态环境健康发展的重要保证 ,国家政策是关系生态环境保护与建设的重要因素 ,提出了“参与式林业规划”和“报帐制”是对我省森林生态环境保护与建设加强管理和监督的值得推广的举措。同时这一研究为我省制定林业可持续发展规划 ,实行生物多样性保护行动计划提供了参考。
This paper systematically introduces the background related to forest eco-environment protection and construction in Hunan Province, expounds the process of forest eco-environment construction and main models of protection and construction in detail on the basis of investigating forest resource and status, points out that ' forest farm, forest park and natural reserve' model is the main body, eco-engineering forestation is the important measure to improve eco-environment, and propaganda education and legal system is the major guarantee and national policy is the key factor. It also puts forward that ' Participatable forestry plan' and 'Accounts-submitting system' is a valuable way to strengthen the management and supervision of forest eco-environment protection and construction in Hunan Province. At the same time this research makes reference to draw up forestry sustainable development plan and carry out biodiversity conservation action plan in Hunan province.
