摘要
现阶段 ,陕北地区力求实现农地高效配置、优化利用的目标与农地尚有福利功能的现状之间存在着较为深刻的矛盾。解决这一矛盾的对策应当是 :遵循“效率优先、兼顾公平”的原则 ,逐步建立多层次的农村社会保障制度 ,逐渐改变农民的“恋地”心态 ,以弱化农地的福利功能 ,建立健全明晰而有效的农地产权制度和农地流转机制等 。
At present,the north of Shaanxi is making every effo rt to realize the objective of high-level compound and making use of rural land, but the problem between this objective and the present suituation is serious.A p roper way to solve this problem is to follow the principle of efficiency and fai rness.At the same time,the government should establish the social security syste m in the countryside.Thus,the farmer will be less dependent on the rural area .Of course,it is very hopeful to realize the objective of making use of rural ar ea through innovating the institution of land property right and changing the ow nership of the rural area system.
