Network Design of Emergency Rescue Supply Chain in Uncertain Environment

摘要 针对由多个中心仓库和本地配送中心构成的两级应急救援供应链,提出一种新的两阶段基于可能性的模糊随机规划模型,第一阶段为设施选址和库存水平的集成决策,考虑灾后供应、需求、路网可用性的不确定性;第二阶段为救援产品配送计划,旨在最小化总运输时间、可用库存成本和加权未满足需求缺货成本。为寻找足够可行解,提出一种改进的差分进化算法。研究结果表明,所提应急救援供应链需求满足比例显著提高,说明该模型和方法的有效性和可行性。 A new two-stage fuzzy random programming model based on possibility is proposed for a twolevel emergency rescue supply chain consisting of multiple central warehouses and local distribution centers.The first phase is the integrated decision of facility location and inventory level,considering the uncertainty of supply,demand and road network availability after the disaster;the second phase is the rescue product distribution plan,which aims to minimize the total transportation time,available inventory cost and weighted unmet need for out-of-stock costs.In order to find enough feasible solutions,an improved differential evolution algorithm is proposed.The results show that the proportion of demand in the emergency rescue supply chain has increased,which demonstrates that the proposed model and solution are effective and feasible.
