党中央国务院《关于加快推进生态文明建设的意见》作为推进我国生态文明建设的纲领性文件,突出强调用制度保护生态环境,加快建立系统完整的生态文明制度体系。湿地保护管理是生态文明建设的重要内容和组成部分,制度建设是开展湿地保护管理的重要表征,也是湿地保护管理规范、有序、高效进行的基本保证。完善湿地保护管理制度建设的基本要求包括:树立法治观念,坚持底线思考,进行系统设计,倡导创新探索等,其重要任务包括:树立长期作战的思想,改革创新管理体制,强化规划管理,完善联动机制,实现保护与利用协调统一等。
