摘要
本文首先从静态入手,分析研究澳门特区政治体制以地方政权体系为特征的制度内容及其设计原则,指出其逻辑起点和核心宗旨是在"一国两制"前提下中央管治并授权特别行政区实行高度自治。继而全面回顾考察澳门特区得以迅速且顺利落实该政治体制的经济、社会和政治基础,指出澳门长期的爱国传统、建立特区初期"以我为主"的政策思路、葡萄牙遗留负资产的反向对照、博彩业作为命脉产业的巨大影响、澳门社会的独特生态特点和中央与澳门的良好关系等,是形成澳门政制安定的内在原因,进而提出完善和推进澳门未来政制发展的前景展望。
Digging in to research the core contents and designing principles of the political system of the Macao SAR,the essay points out that its logical starting point and critical target is the authorization and governance of the Macao SAR by the central authorities of the PRC to exercise the high degree of autonomy under the principle of 'One country,Two systems'.It also reviews the process,and economic,social and political basis for prompt and successful establishment of such a political system.By analyzing the differences between the political systems of Macao and the HKSAR,this essay also gives some suggestions to improve the further political development.
