摘要
发展小城镇是改变我国二元经济结构 ,实现全面小康的重要途径。发展小城镇要超前规划、合理布局 ,建立有利于小城镇发展的管理体制。小城镇领导者要正确处理三种的关系。
Developing small towns is an important way to change our country's dual economic structure and build up a well off society in an all round way. We should develop small towns with advanced planning and rational layout, establish the managerial system which is favorable for the development of the small towns. Leadership in small towns should rightly deal with three relations.
