摘要
在当今经济竞争日益取决于高新技术产业竞争的条件下,河南要实现跨越式发展,就必须加快实施高新技术产业发展战略。而高新技术产业发展应立足省情,坚持技术创新与制度创新并举、政府主导与市场驱动并重、自主创新与引进技术相结合、发挥“后发优势”等七项战略原则。
At present,economic competition rests with competition of hi-tech industry increasingly.So,to realize the development in a spanning way in Henan,we should bring strategy on development of hi-tech industry into effect and quicken its step.As far as we are concerned,the development of hi-tech industry depends on actual situation in Henan,and we should carry out seven strategic principles such as:innovation of technology and policy simultaneously,and implementation of governmentleading and market-driving together; and combination of independent innovation and technological import,and utilization of post-developmental superiority.
