摘要
在政策执行过程中,政策执行力、政务诚信行为均会影响政策效果。本文在对重庆市基层公务员进行问卷调查的基础上,分析了政策执行力对政务诚信行为的影响。研究结果表明:基层公务员政策执行力、政务诚信行为总体上处于较高、较好水平。当人口统计变量作为自变量时,公务员年龄越大,政务诚信行为、工作导向政务诚信行为得分越高;行政级别越高,公众导向政务诚信行为得分越高;工作导向政务诚信行为得分男性明显低于女性。当人口统计变量作为控制变量时,政策执行力及子维度均正向影响政务诚信行为及工作导向政务诚信行为;政策理解力、政策落实力对群众导向政务诚信行为有显著正向影响,而政策意志力对其影响不明显。
In the process of policy implementation,both policy executive ability and government affairs integrity behavior influence the effectiveness of the policy.This paper conducts a questionnaire survey of 328 grassroots civil servants,and studies the relationship between policy executive ability and government affairs integrity behavior.The results show that:Firstly,policy executive ability and government affairs integrity behavior of grassroots civil servants are generally at a relatively high level. Secondly,when the demographic variable is an independent variable,the older the civil servant,the higher the total score of its government affairs integrity behavior and the higher the score of work-oriented government affairs integrity behavior,and the male-oriented grassroots civil servants’ work-oriented government affairs integrity behavior is significantly lower than that of women,and the rank of the officers is high.The higher the civil servant’s massoriented government affairs integrity behavior is.Thirdly,when controlling demographic variables,the total score of policy executive ability and each dimension significantly positively affects the total score of government affairs integrity behavior and work-oriented government affairs integrity behavior.Policy understanding and policy implementation significantly positively affecting the behavior of the mass-oriented government affairs integrity behavior,the willpower of the policy has not significantly affected the behavior of the mass-oriented government affairs integrity behavior.
