摘要
龙岩市S社区的城中村改造实践中,面临的困境同时具备低镶嵌——高自主、高镶嵌——低自主两种特点。究其原因,是当地政府、S社区管理机构和居民之间的利益博弈引起的。这需要多方协调沟通,在政府的管理框架体系下,充分提高政府部门、社区管理机构和社区居民的自主性,大力支持城中村的项目改造。
There are both lowly embedded high autonomy and highly embedded low autonomy presented in the practice of S community′s city village reform in Longyan.This is in effect due to the conflict of interests among the local government,S community′s administrative institution and local residents.It is recommended to sufficiently increase the autonomy of government departments,community administrative institution and community residents and to strongly support the reform projects of the city village by improving coordination and communication among the involved parties within the government administrative frame.
