摘要
从乡镇企业是中国工业化重要一翼的观点出发,提出随着工业的发展、城市建设面积的扩大,耕地面积减少是必然的趋势。因而,需要研究解决人地矛盾的途径。途径一是发展高产优质高效益的农业,提高土地集约化经营程度;途径二是采取有效措施,促进土地开发,文中研究重点是后者,并提出当前土地开发复垦的几种模式和促进土地开发的几点建议。
In terms of the viewpoint that the village—town enterprises are an important flank of the Chinese industrialization, the necessary trend must come about that with the development of industry and the increasing urban area, the cultivated land is getting smaller. Thus, the approaches should be found out to solve the contradiction between land and population. One of them is to prosper the agricuhure with high production, good quality and great profit and to improve the integrated land management. Another is to promote the land development with effective measures. This paper pays more attention to the latter. It presents several modes and suggestions to develop and recultivate land.
