摘要
本文基于2000-2013年中国省际面板数据,利用全局方向性距离函数、核密度估计法和马尔可夫状态空间转移矩阵对高技术产业环境技术效率及其动态演进特征进行分析。结果显示,我国高技术产业环境技术效率水平较低且呈现差异化和动态转移特征,效率低的省份差距在逐步缩小,效率高的省份差距则呈扩大趋势;高技术产业环境技术效率的增长表现为生产技术进步和效率改进的共同作用,且呈现高技术产业环境技术效率较高地区的内部收敛特征。借助空间误差模型对影响因素进行分析,外商直接投资和产业集聚度未通过显著性检验,行业盈利能力、地区经济总量、人力资本水平、资本投入和政府政策支持显著促进了高技术产业环境技术效率的提高,而技术市场发展水平、技术创新和研发投入的促进作用则尚未体现。
This paper tested the environmental technological efficiency of high-tech industry and analyzed the dynamic evolution characteristics by using global directional distance function,kernel density estimate and transfer matrix of Markov state space based on Chinese inter-provincial panel data set of yearly observations covering the time period 2000-2013.The results show that there exists overall low level of environmental technology efficiency of China's high-tech industry and characteristics of regional differentiation and dynamic transfer.The gap between provinces of the low efficiency showed a trend of narrow,but the gap between provinces of the high efficiency showed a trend of expansion;The increase of the environmental technology efficiency of high-tech industry relies on the combination of production technology progress and efficiency improvement,which has the characteristics of the internal convergence to the high efficiency area.This paper analyzes influencing factors by using of spatial error model.The study found that the foreign direct investment and industrial agglomeration degree did not pass the test of significance;the industry profitability,regional economic growth,human capital level,capital investment and government policy support are significant to promote the improvement of environmental technology efficiency of hightech industry,and the promotion effect of development level of technology market,technology innovation and resource input to environmental technology efficiency are not reflected.
