摘要
科技和金融的有效结合可以极大地提高科技成果转化为现实生产力的速度和效率,推动区域产业结构的转型升级。陕西省出台了支持科技金融发展的相关政策,尝试构建科技金融风险分担机制,取得了一定成效。本文通过对陕西科技金融风险分担机制建设工作和存在问题的分析,从政府、金融体系、资本市场和科技企业四个层面提出了完善科技金融风险分担机制的建议。
The effective combination of science and technology and finance can greatly increase the speed and efficiency of the transformation from scientific and technological achievements into real productive forces and promote the transformation and upgrading of the regional industrial structure. Some relevant policies on supporting the development of scientific and technological finance are issued in Shaanxi province trying to build the risk sharing mechanism of scientific and technological finance, which has obtained certain achievements. The paper analyzes the current construction of the risk sharing mechanism of scientific and technological finance in Shaanxi and existing problems, and puts forward some suggestions on perfecting the risk sharing mechanism of scientific and technological finance from four layers like the government, financial system, capital market and scientific and technological enterprises.
