摘要
我国农村地理位置差,生活条件差,人口众多,素质低,全面建设小康社会的重点和难点在农村。要把改革重心从城市移向农村,确立城乡一体化的各项制度,努力建设好农村的物质文明、政治文明与精神文明。
The adversities of geographical location, living conditions, much higer proportion of population and low civilization in rural areas are the difficult citadel for the whole well-off society's fulfillment. Therefore the reforming centre must be transformed from city to countryside, must establish the warious rules for the simultaneous development of towns and villages, must pay much effort to build well the rural material , political and spiritual civilization.
