The paper described the forming and developing process of scientific and technological enterprises in our country and analyzed the functions that scientific and technological enterprises played in five respects of national innovation system construction; implementation the strategy of rejuvenating the country through science, technology and education; taking new industrialization road; all round construction relative affluence society as well as offering trade technological services under present new situation. It elaborated four effects of scientific and technological enterprises of concentration effect of science and technology resources, excessive effect of advanced technology, driving effect of trade development and upgrading effect of innovation ability.
