摘要
通过对忻州市进行的关于水务一体化的调查,揭示了我国水资源管理实行的分级、分部门的管理体制存在的弊端,提出了新时期的治水思路,即建立集防洪、水源、供水、用水、节水、排水、污水处理及回用一体化管理的水务局,统一管理城乡水资源。
Through the investigation of the integration of the water affairs of Xinzhou City, this paper discloses the disadvantages existing in the management system in levels and in departments exercised in our country's water resources management, and puts forward a water control idea in the new era, that is to establish the Water Affairs Bureau with the integrated management of flood protection, water sources, water supply, water consumption, water saving, water abstraction, sewage treatment and reuse to practice the united management of both urban and rural water resources.
