摘要
我国贫富差距过大的问题是多种复杂因素综合作用的结果,其中政府经济决策行为不规范、经济政策和分配政策不合理、管理职能和行为偏差、分配和调节行为不力等,是贫富差距不断扩大的一个重要诱因。通过转变政府职能,改革政府机构,科学规范政府行为,拓展宏观调控范围和收入分配制度与机制创新,对收入分配全过程实施有效调节等,可以缓解贫富差距进一步扩大的趋势。
The problem of the gap between the rich and the poor to be solved in the course of building our country into a well-off society is the result of varlous complicated factors, of which, the imperfection of the governmental actions, such as the irregularity of policy making, the irrationality of economic policies and profit-distributing systems, the deviation of management functions, the inefficiency of the distribution and adjustment actions, is an important factor that leads to the widening of the gap between the rich and the poor. To narrow the gap ,such countermeasures as the transformation of governmental function, the reformation of government structure and the standardization of the governmental action must be taken. The effective regularization of profit distribution can be achieved by the governmental control of the income, the innovation of mechanism and the extenrion of adjustment and control scope .
