摘要
在重塑政府的全球化浪潮中,描述了行政管理从"统治"到"治理"的划时代变革,评价了新型行政管理理念。包括重新理解政府、行政责任从模糊到清晰、权力依赖和互动伙伴关系、重界政府权限及行使方式等。在充分肯定治理理论的合理与新颖之处的同时,对治理理论的困惑与迷茫进行了反思与质疑。
In the globalizing wave of remolding the government, the epoch-making shift of the administrative management from 'ruling' to 'administration' is delineated and the new-type administration concept is assessed encompassing re-understanding of the government, administrative duty from vagueness to clearness, power-reliance and interactive partnership, re-definition of the government power and its exercising mode, etc.While fully affirming the rationality and novelty of the administration theory, the puzzling and confusion of such a theory are reconsidered and questioned.
