摘要
根据边际收益相等的原理配置公共投资可以使总收益极大化。对于发展中国家来说 ,优化公共投资不仅可以提高有限的公共资源的经济效益 ,还可以提高私人投入的经济效益 ,或同时部分替代私人投入 ,从而提高国际市场竞争力。这一方法不仅适用于农业科研的公共投资 。
The allocation of public investment based on the principle of equal marginal returns may lead to the maximization of total profit. To developing nations, the optimization of public investment can improve not only the efficiency of scarce public resources, but also that of private inputs, and/or partly replace private inputs, hence the increase in the competitiveness of the product in the world market. This approach is applicable to public investments not only in agricultural R&D, but also in other areas. It is also applicable to private investment as well.
