摘要
提出风险水环境容量概念,并在此基础上建立了风险水环境容量计算与容量资源分配模式,从而拓展了水环境总量控制的内涵,为水环境总量控制开辟了新的途径——随机条件下的水环境总量控制。
Based on some concepts such as risk capacity of water environment etc. proposed in this paper, a model of computing risk capacity and allocating capacity is established to solve problems of total emission control (TEC) of water environ-
ment. The concepts and model expand the connotation of TEC and provide a new approach TEC of water environment under stochastic conditions.
