摘要
作为生产要素的劳动力是我国当前供给侧结构性改革的一条主线,劳动力端必将伴随着改革的推进产生根本性变革,在劳动就业、劳动力需求结构等方面对劳动关系产生深刻影响,从而对劳动立法在提高劳动力资源素质、优化劳动力资源配置、降低企业成本和提供托底性民生保障等方面提出要求。劳动立法应通过适时调整适用范围、推进劳动者分层保护、强化职业培训法律制度、健全公共就业服务立法和完善社会保险法律制度,顺应供给侧结构性改革的目标进行修正和完善。
Labor force is a main line of the current Supply-Side Reform in China.The labor force will be accompanied by the fundamental changes of the development of industrial economy,and it will have profound impacts on labor relations and labor demand structure,labor legislation on improving the quality of labor resources,optimizing allocation of labor resources,reducing the cost of enterprises and providing the palm request of people's livelihood security,etc.Labor legislation should be amended and perfected by adjusting the scope of application,practicing the stratification protection of laborers,strengthening the legal system of vocational training,improving the legislation of public employment service and perfecting the social insurance legal system and conforming to the goal of the Supply-Side Reform.
