摘要
按照马克思主义经典作家关于民主发展阶段的描述,中国特色社会主义民主政治建设当前仍处于民主发展的"初级阶段",呈现为渐进发展的增量民主模式、"自上而下"与"自下而上"体系的结合等阶段性特征。中国民主政治建设任务的长期性和艰巨性,决定了我们有必要像制定阶段性的经济发展规划一样,拟定中国特色民主政治发展"三步走"的战略目标。而"三统一"的理想目标和各民主模式综合推进,是现阶段建设民主政治的根本规律。
According to the definition of democracy development stage from Marxist classical writers,the current construction of socialist democracy with Chinese characteristics is still in the 'primary stage',appearing as the incremental model of democracy in progressive development,the system combination of'top-down'and 'bottom-up'and so on.The task of Chinese democracy construction is long-term and arduous task,which determines it is necessary for us to draw up strategic goal'three steps'towards democracy development with Chinese characteristics in the same way of planning the stages of economic development.The ideal goal of'Three Unification'and the integrated propulsion of all democratic models are the fundamental law in the present stage.
