摘要
新常态下,深化财政改革,强化公共财政对农业的投入,是发展现代农业的必由之路。我国发展现代农业面临生态环境失衡、水利基础设施落后、农民素质亟需提升、农业生产比较效益偏低等问题和挑战。解决这些问题,需要立足于建立农产品收购价格形成机制、加强农业基础设施建设、增强农业生产科技含量和抗灾减灾能力、完善农业社会化服务体系等关键问题和环节,改革公共财政支出,加大对农业的财政投入和政策扶持。
Under the new normal,deepening financial reform,strengthening investment of public finance to agriculture is the only way to develop modern agriculture. The development of modern agriculture in China faces the problems and challenges such as the imbalance of the ecological environment,the backward water infrastructure,the low quality of the farmers,the low efficiency of agricultural production and so on. To solve these problems,we need to establish agricultural products purchase price formation mechanism,strengthen the agricultural infrastructure construction,enhance the scientific and technological content of agricultural production and disaster mitigation capacity,consummate agriculture socialization service system,reform the public financial expenditure and increase agriculture financial input and policy support.
