摘要
居家互助养老模式区别于传统的在家养老,提供照料支持的主体不是配偶或子女,而是强调'互助'与'交换'的理念。这种模式一方面可以为老年人提供安全且专业化的服务,另一方面保留了在家养老的自由感和幸福感,它将成为未来我国城市老年人养老的重要选项。日本推广的'地域综合照护体系',其核心是根据不同区域的实际情况来量身定制适合地区自身发展的老年人服务体系。我国可根据居家养老现状,借鉴日本居家互助养老模式的构成机制,关注城市老年人养老需求的异质性,注重服务质量的监管,引入市场竞争机制,丰富服务内容,构建适合我国国情的城市老年人居家互助养老模式。
Home-based mutual assistance system is different from traditional pension system.It emphasizes that the main body providing care support is not the spouse or children,but the concept of'mutual assistance'and'exchange'.On the one hand,this mode can provide safe and professional services for the elderly;on the other hand,it retains the sense of freedom and happiness of homebased pension,which will become an important option for the elderly in urban areas of China in the future.The core of'the comprehensive regional care system'promoted by Japan is to establish a suitable service system for the elderly according to the actual situation in different regions.Basing on the present situation of elderly care in China,we can draw lessons from the constitutional mechanism of Japan’s home-based mutual-aid elderly care model.Meanwhile,we need pay attention to the heterogeneity of urban elderly care needs and the supervision of service quality.Through introducing market competition mechanism,we gradually enrich service system to construct a home-based mutual-aid care system mode for urban people suitable for our national conditions.
