摘要
区域经济一体化对多边贸易体制作为整体的作用可以被归结为'碎片化'。多边贸易体制碎片化最重要的体现是大量贸易规则的不一致和矛盾,其主要成因是各国经济状况和交往情况的不统一和不均衡。多边贸易规则的碎片化给多边体制带来了负面影响,但这些负面影响可以通过一定的途径得以缓解。同时,碎片化也对建构多边贸易体制起到积极作用,并且这些积极影响有被逐渐深化的趋势。因此,碎片化应当被理解为建构多边贸易体制的一个必要环节。
The impacts of regional economic integration on the multilateral trading system can be concluded as ’ fragmentation’.Fragmentation embodies both inconsistencies and conflicts between different trading rules.The main factors contributing to fragmentation are the disparities of economy among countries.Fragmentation of the trading rules actually imposes negative effects on the multilateral trading system,but there are ways that can appropriately alleviate those effects.Meanwhile,fragmentation can also positively affect the multilateral trading system by building a new framework,and those positive influences are becoming increasingly significant Therefore,fragmentation should be understood as an indispensable step of building the multilateral trading system.
