摘要
中小企业发展能够带来巨大的外部经济(如就业、税收等),但是担保公司与商业银行都不能够享有这些好处。该论文提出:由享受外部经济的政府或者企业集团,出资成立政策性或者互助性的担保公司,从制度安排上将外部经济内在化,是担保业务、同时也是中小企业贷款业务可持续发展的必然选择。
the development of medium and small - sized enterprises ran bring tremendous exterior economy (for example, employment and revenue), but neither security companies nor commercial hanks will take the benefit. Thin paper puts forth ita point: governments or group companies who have made use of exterior economy should invest, to establish policy or interdependent security companies, and to make exterior economy internalized in the arrangement of system. This is the inevitable choice for both security companies and medium and small - sized enterprises to maintain sustainable development.
