摘要
公共经济行为具有不同于私人经济行为的特征。它在弥补市场缺陷的同时,也不同程度地存在失效现象。防范公共经济行为失效,一要合理界定政府作用边界,缩小政府活动领域;二要在市场存在外部效应的领域适当注入市场因素;三要增强成本意识,防止政府陷阱;四要建立相应的社会评价和责任约束机制;五要加强对政府投资和政府采购的监管;六要加反腐力度,提高腐败成本。
Public economic action has some characters that different from personal economic action. In the same time that makes up market's defections, the efficacy loosing is existed in varying degrees. For keeping a lookout to the efficacy loosing, first, we should divide the border of government's effect reasonably, reduce the government's activity area. Second, we should add market factors to the area market which exist outside effect. Third, we should strengthen the consciousness of cost, avoid government pitfall. Fourth, we should establish appropriate social appreciation and responsibility restraint system. Fifth, we should strengthen the control of government's purchase. Sixth, we should strengthen the power to against corrupt and raise the corrupt cost.
