摘要
县丞作为县内的副长官 ,主要是协助令长通管县事。宋代的县丞虽对前代有较多的继承 ,但仍有一定的时代特色。宋代县丞的废设与县内人口、县务等密切相关。县丞的职掌范围包括负责农田水利、坑冶、常平 ,协助令长处理狱讼、催督赋税等 ,同时还被委以其他任务被檄差出 ,但在实际操作过程中 ,这些职掌经常由于与令长的权力相冲突而被废弛。此外 ,县丞在宋代还具有监督群吏的职能 ,这在一定程度上使令长与佐贰官之间的关系复杂化。
County Deputy Governor,the vice-superior of a county,primarily helps the head to have charge of county administrative affairs.In Song dynasty,whether establishing County Deputy Governor or not lies on the population and affairs in the county.County Deputy Governor’s functions and powers involve irrigation works,mine exploitation,relieving people in disaster,dealing with lawsuit and supervising and urging people to improve tax-paying works.At times County Deputy Governor was appointed other tasks and went on errands.But in fact none of these powers was satisfactory for the most of time because of his contradiction with the head in county.In addition,County Deputy Governor still had to inspect the work of the other officials in county and this to a certain degree made the relationship of them complicated.$$$$
