摘要
对河北省今明两年第二、三产业的就业潜力的调查显示 ,劳动力就业矛盾主要表现为总量过剩与结构错位两个方面。总量上表现为“十五”期间供需缺口达 65 0万人左右。结构错位主要表现在三个方面 :一是受教育程度供需不适应 ,二是技术人员不足和一般人员过剩并存 ,三是培养和教育状况不能适应新的需求。促进就业的基础是发展经济 ,加快发展第三产业、中小企业和非公有制经济 ,完善的人才培养和交流体制 ,是实现就业最大化的必由之路。
The survey on this and next year’s employment potential of the secondary and tertiary industries in Hebei province shows that the contradictions of the employment mainly lie in two aspects,that is,the surplus labor and the impropriety of education structure.During me“10 th Five Years”,the supply of the talents is 6.5 million more than the demand.The impropriety of education structure can be shown in three aspects:firstly,the education structure does not meet the demand;secondly,the lack of technical talents exists together with the surplus of ordinary talents;thirdly,the training and education of talents can not meet the new demand.It is the base of improving the employment to develop the economy and speed up the 3 rd industry,medium and small enterprises and non-public ownership economy.Perfection of the talent training and exchanging system is the only way to achieve the maximum employment.
