摘要
随着知识经济时代的到来 ,各国相继出台争夺科技人才的国家战略。特别是IT人才的短缺 ,形成了世界范围的IT人才争夺战。我国自改革开放以来 ,大批科技人才的外流和回流 ,正反效应交叉复合并存。及时地掌握这一动向 。
With the arrival of the time of knowledge economy,many countries have worked out their state strategies of scrambling for scientists and technicians in succession.Due to the short of IT qualified personnel in particular,a worldwide fight for them has already occurred.Since the reform and opening to the outside world,there have been lots of outflow and return of scientists and technicians in China,so that the phenomenon of positive and negative effect has existed side by side.It is an urgent task for the department concerned to master this tendency of competition in time and make the best use of this situation.
