摘要
知情权应是一项宪法权利,这可从它在国际人权法文件和各国法律制度对知情权的规定、知情权与表达自由的关系等几个方面得到论证.我国宪法应明确规定知情权,这是人权保障的要求;也是宪法实施的需要.
The right to know is a constitutional right,which can be concluded from stipulations of international conventions on human rights, the laws in the other countries and the relation between the right to know and freedom of expression. The right to know must be stipulated in the constitution of our country, which is the requirement of guaranty of human rights and enforcement of constitutionalism.
