摘要
企业在缺乏信息时无法实施硬预算约束 ,在软预算约束下 ,企业管理者建立和实施制度的动机淡薄 ,在较弱的制度约束下 ,权力“寻租”欲望又使一些内部人蓄意抵制和破坏制度。国企建立并实施完善的投资管理制度 ,可起到约束权力“寻租”动机的作用 ,从市场获得有效信息 ,实行硬预算约束 。
When lacking in relative information, enterprises are unable to enforce hard budget constraints and, under the soft budget constraints, the administrative personnel have faint motivation to set up and carry out regulations, which in turn results in some decision-makers resisting and even destroying the regulations with the desire of the rent seek of power. It's time for the state-owned enterprises to set up and carry out perfect investment administration systems so as to restrain the effects of rent seek of power and at the same time get effective information from market and in this way to enforce hard budget constraints and increase the investing efficiency.
