摘要
概要介绍了我国区域科技政策制定的发展历史,探讨了我国区域科技政策制定过程中存在的问题,并对入世后我国区域科技政策的制定提出了建议。认为确立区域科技发展战略模式,是研究区域科技政策的首要问题,要以转变地方政府职能为重心的体制创新为前提,重新审视我国区域科技人才政策,区域科技政策的制定要坚持确立公平与效率相结合的原则等。
Reviewing briefly the historical course of formulating the regional sci tech policies in China, some relevant problems were found out to discuss especially the formulation procedure after joining the WTO. Some advices are thus presented. The most important issue is how to make certain of a strategic model of regional sci tech development, which should be a basis to formulate correctly regional sci tech policies. The shift of the functions of local governments should be the core of the structural renovation which must be taken as a prerequisite for correct formulation of regional sci tech policies. In addition, the policy of regional sci tech personnel resource should be re examined with existing errors omissions rectified, and the principle of combining justice with efficiency should come into effect in the formulation procedure.
