摘要
本文通过金华严济慈图书馆的成功范例,论述了传统落后的公共图书馆借助政府和社会各界的力量实现体制改革。并在新体制下实现组织更新和管理升级的五个方面:恩想与观念升级,经费与设备升级,管理与领导升级,学历与素质升级,服务与手段升级。文章指出:在信息化社会和知识经济时代,公共图书馆需要定位,需要改革,需要升级。
This paper discusses that the tradition and backward public library has realized system innovation draw-ing support from the government and society personalities of various circles through the success example of Jinhua Yan ji-ci Library. And it discusses five kinds of upgrading about organization renewing and manage-ment upgrading under the new system of organization, such as thought and idea, funds and equipment, man-agement and leadership, educational lever and quality, service and means. It points out that public libraries need orientating and reforming and upgrading in the information society and knowledge economic times.
