摘要
为探讨一个具有科学性、先进性、实用性的海上救护常规,使其能正确有效地指导海上救护措施的实施,提高海上救护水平和抢救成功率,结合几次演习保障的成功经验,为渡海作战海上救护设定了基本预案(下称预案)。预案将基本救护方案划分为4个救护区和按伤情的轻重缓急分4个救护阶段;基本救护原则中划分了医疗救护范围,伤员救治的原则;基本救护保障中明确规定了公共卫生部门重点应解决和做好的卫生防疫、保障工作、伤员的分类救治、后送及运输伤员工具的选择,以保证战争时拉得出、跟得上、展得开、救得下。
To probe into an advanced,scientific and practical routine scheme for at-sea rescue and supervise at-sea rescue effectively so as to raise the success rate of at-sea rescue,we established basic scheme for at-sea rescue at sea-crossing combat based on the experience of several successful maneuvers.We divided the basic rescue region into4parts and regulated4rescue stages according to the severity of injuries in the scheme.Medical rescue ranges and rescue principles were concluded in the scheme.In the guarantee of basic rescue such key items were regulated as well in the scheme as the guarantee of epidemic prevention,classification and treatment of the wounded,convoy of the wounded and selection of conveyances to ensure that the medical rescue can be ready,on the spot in time,effective and successful at real wartime.
