摘要
文章从高校处分权的性质分析入手,系统分析了在行政诉讼中高校败诉的原因,在此基础上结合实践提出加强高校处分权的法律监督、严格规范高校行政职权的行使程序、加快完善高校配套立法等改进措施,以提高高校管理效率、降低管理成本。
This thesis analyzes the character of the power of punishment of university systematically, and the reason why the universities lost most of the lawsuits in the administrative cases. Then the author of this thesis puts forward some ameliorating measures combining practice by strengthening the legal supervision, standardizing administrative power under proper process, improving legislative procedure concerning universities and so on to improve the efficiency of university management and reduce the cost of management.
